(Page 2) <br />MINE ID # OR PROSPECTING ID # M-1984-117 <br />INSPECTION DATE 10/31/06 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This inspection was performed by the Division as part of its monitoring of Construction Materials permits. This office <br />attempted to contact the operator by phone; a voice mail message was left notifying the operator of the inspection date. <br />There was no activity at the site and the operator was not present during the inspection. <br />The site was identified by the required permit ID sign posted at the entrance to the site. The permit boundary corners are all <br />well marked. The existing disturbed area is limited to the South portion of the permitted area, and all activity appears to be <br />contained well within the permit boundaries. There is still significant undisturbed area to the NE and SE of the existing pit. <br />The site is on very gently sloping land, with the pit floor daylighting on the south. The low highwall slopes on the North side of <br />the pit have been graded to about 3:1, and the pit floor is fairly level. There were several small piles of various materials <br />observed in the pit, some of which obviously did not originate from the pit. The operator apparently makes use of these various <br />materials, and the stockpiles are limited in size, but the operator should not significantly increase the amount of imported <br />materials without revising the mining plan. Please call if questions. <br />The material exposed on the slopes is coarse aggregate that appears to be fairly erodible, given the numerous shallow gullies <br />on the slope. This is not a problem at this time, since the eroded material is deposited at the toe of the slope, there is no <br />sediment transported offsite, and so far there has been no topsoil lost. Eventually the operator will need to stabilize the slopes <br />during reclamation. The operator may seek to implement any of several methods during reclamation, including: create fairly <br />rough slope surfaces to trap seed, soil and moisture; grade the final slope to a gradient that is gentler than 3:1; or create a <br />series of contour furrows across the surface to break up the slope length. Any of these may be done without revising the <br />reclamation plan. No topsoil has been respread, and there has been no seeding performed. Older slopes exhibit volunteer <br />rabbitbrush. <br />The pit and slopes do not receive runoff from upland areas due to a diversion to the NW of the pit above the slopes. The pit <br />floor is probably somewhat permeable, allowing some infiltration of precipitation, but the runoff and sediment control at the <br />south end of the floor may not be adequate to capture much runoff. The (daylighted) south end of the floor is near the south <br />permitted area boundary. There is no evidence of an uncontrolled surface discharge from the pit onto unpermitted lands, but <br />the operator should ensure that a control structure offering more catchment capacity is installed this season. <br />There was no processing or earthmoving equipment at the site. No fuel is stored onsite. Mining is proceeding in an orderly <br />manner and the site is kept free of debris, parts and contaminants. There were no noxious weeds noted. <br />Topsoil is stripped ahead of mining, for later use in reclamation.
