III. COMMENTS -COMPLIANCE ~w Yl- ~'~~0 (~/ -ply <br />PSs ~// aSe/It~l ~3 ~ <br />Below are comments on fhe inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Southfield mine conducted by Jim Stark of CDMG. <br />Kirstin Fisher of IMP accompanied me on this inspection to look at the subsidence <br />holes on the Vento property. The mine is in permanent cessation and all of the initial <br />reclamation (structural demolition, backfilling and rough grading, topsoil <br />replacement and the seeding of a cover crop) has been completed. The mine has <br />applied for and received a Phase I Bond Release for structural demolition, backfilling <br />and rough grading and drainage control reestablishment. The weather was warm <br />and sunny and the ground was dry. <br />Subsidence: Kirstin Fisher of IMP was on site during the inspection to measure and <br />label the subsidence holes that were discovered on the Vento property in the spring <br />(and detailed in the 23 April 2003 and 9 May 2003 inspection reports). The six holes <br />were measured, labeled and sketched and IMP will begin to plan the project and fill <br />the holes (at a later date). Any further work regarding these holes will be done by <br />IMP. <br />There were three holes identified with the historic Vento Mine. The first was a small <br />opening (measuring approximately 2'x2'x20' deep) associated with a fan. The <br />majority of the opening has been filled in but there is still access to the old workings. <br />The second hole was immediately east of this opening. This hole was a collapse of <br />the fan entrance. This hole measured approximately 15'x20'x12' deep. The third <br />hole was south of the first two. It, too, appeared to be from a mine fan. The opening <br />measured approximately 1'x2'x30+' deep. This hole was partially filled in but could <br />provide access to the historic workings. <br />There were also three holes identified with the Historic Manley (Diamond) Mine. The <br />first Hole was a collapse associated with a fan shaft. The hole measured <br />approximately 15'x20'x10' deep. This hole has been partially fenced off by the <br />landowners (south of or topographically above the hole). The second hole was <br />immediately west of this and it appears to be associated with the portal entry. There <br />was a small "highwall" and an opening that measures approximately 2'x2' with an <br />undetermined depth. This hole provides access to the historic workings. The third <br />hole is approximately 150 feet southwest of the first two holes. This hole appears to <br />be a collapsed roof above the workings. This hole measures approximately <br />10'x15'x10' deep. There is cracking at the east edge of this hole. This hole has also <br />been partially fenced off by the landowners. <br />A partial inspection of the site was completed on 28 August 2003. The condition of <br />the site remained the same as with that inspection. Please see the inspection report <br />for 28 August 2003 for more information. <br />
