INSPECTION REPORT - PAGE 2
FILE N0. M-86-015
DATE: March 18, 1986
OBSERVATIONS OF IMPORTANCE:
1. There are some problems with the Oakleaf Pit (M-84-089) which will be
incorporated into this permit area. These are detailed in the report of
the inspection done on the same day.
2. There are three distinct areas associated with the expansion of the
Oakleaf Pit into the Pueblo East Pit. One is an old field area
dominated by annual weeds. This is the majority of the expansion area.
The second is a drainage area dominated by Woody vegetation (trees and
shrubs). This is a fairly substantial drainage area. The third is the
riparian area adjacent to the river.
3. The Oakleaf Pit area may have already encroached on the 68 acres to be
included in the Pueblo East Pit (i. e., exceeded the permitted 9.92
acres).
RECOPIMENDATIONS:
1. Given the problems with the Oakleaf Pit, the 112 permit for the Pueblo
East Pit should be issued as quickly after Board approval of the
application as possible (my recommendation being two weeks).
2. The adequacy response to my upcoming adequacy letter for the Pueblo East
Pit application should deal with topsoil stockpile handling, adequacy of
the abandoned ditch to handle flows of a fairly substantial drainage
feature (the Arroyo mentioning in the application) and ability to
maintain the minimum 100' buffer between the river and any and all
mining activities. This buffer zone, given recent experiences on the
Oakleaf Pit site, may need to be widened for Pueblo East Pit.
3. The Pueblo East Pit must include all Oakleaf Pit disturbances. If any
inspection of the Oakleaf Pit side indicates that areas have been
disturbed which are not now included in the new 112 application, the
Pueblo East Pit application should be modified to include them.
/tmb
cc: Mr. Bruce Cramb, Valco, Inc.
Doc.
