<br /> <br />INSPECTION REPORT - PAGE 2 <br />FILE N0. M-86-015 <br />DATE: March 18, 1986 <br />OBSERVATIONS OF IMPORTANCE: <br />1. There are some problems with the Oakleaf Pit (M-84-089) which will be <br />incorporated into this permit area. These are detailed in the report of <br />the inspection done on the same day. <br />2. There are three distinct areas associated with the expansion of the <br />Oakleaf Pit into the Pueblo East Pit. One is an old field area <br />dominated by annual weeds. This is the majority of the expansion area. <br />The second is a drainage area dominated by Woody vegetation (trees and <br />shrubs). This is a fairly substantial drainage area. The third is the <br />riparian area adjacent to the river. <br />3. The Oakleaf Pit area may have already encroached on the 68 acres to be <br />included in the Pueblo East Pit (i. e., exceeded the permitted 9.92 <br />acres). <br />RECOPIMENDATIONS: <br />1. Given the problems with the Oakleaf Pit, the 112 permit for the Pueblo <br />East Pit should be issued as quickly after Board approval of the <br />application as possible (my recommendation being two weeks). <br />2. The adequacy response to my upcoming adequacy letter for the Pueblo East <br />Pit application should deal with topsoil stockpile handling, adequacy of <br />the abandoned ditch to handle flows of a fairly substantial drainage <br />feature (the Arroyo mentioning in the application) and ability to <br />maintain the minimum 100' buffer between the river and any and all <br />mining activities. This buffer zone, given recent experiences on the <br />Oakleaf Pit site, may need to be widened for Pueblo East Pit. <br />3. The Pueblo East Pit must include all Oakleaf Pit disturbances. If any <br />inspection of the Oakleaf Pit side indicates that areas have been <br />disturbed which are not now included in the new 112 application, the <br />Pueblo East Pit application should be modified to include them. <br />/tmb <br />cc: Mr. Bruce Cramb, Valco, Inc. <br />Doc.
