III. COMMENTS -COMPLIANCE <br />Below are comments on the Inspection. ~e comments Include discuselon of <br />observations made during the inspection. Comments also describe any enforcement <br />actions taken during the inspection and the facts or evidence supporting the <br />enforcement action. <br />This was a partial inspection of the Seneca II-W mine site. Mike Attaville accompanied <br />me on tits irtspectiort. The weather was dry, clear and warm. The dragline was down, <br />and Seneca Coal Company (SCC) was rwCmininp at the IF-W during this inspection. <br />Roads <br />SCC is starting to prepare the haul roads for winter. Haul Road A has been regraded and <br />additional gravel has been placed on the road surtace. <br />Haul Road H has been completed. Since my last inspection, SCC has final graded the <br />road surtace and ditches and placed rip rap in the downdrains. Mr. Altsvilla said the <br />certification for the as-built construction will be submitted to the DMG after SCC flies <br />the mine this fall and they can prepare the final maps. <br />Hvdrologic Balance <br />Corlstnletion is almost complete an Panel 015. Side slopes and embankments wiA be seeded <br />in the need week or so. <br />A french drain type of system is being corratructed to drain the three springs in the C pit eroa. <br />Trendies have been dug which wl~ be filled wish rock and covered. The drains wal ttow into <br />Stock pond T-16. <br />Mr. Attavilla said the embankment of Stock pond T-16 was too high, and it was reduced. <br />During this inspection. there was water in ik and it appears to be ftrtctiortirtg weA. An as-boat <br />rxtfification witl need to be submitted. <br />Baclfilfing and Grading <br />Spoils in the A pit are graded with one spoa ridge from the dregNne to the lower part of the pit. <br />TODSOa <br />Topsoi at the A pit has been reappied m the dregirte cable using mostly fnrehandle topsal and <br />with some topsot taken from stockpile CC. Topsoil has been reappted in the upper B pit and <br />
