Mr. Gilleland provided us with a letter from a professional surveyor, <br />which stated that to date, 9.21 acres have Deen mined in the Montoya Pit. The <br />pit is permitted as an 8 acre site. <br />2. On the west side of the pit the toe of the overburden stockpile is outside <br />the permit boundary and is on BLM land. <br />3. The pit highwalls back up against BLM and private land. Erosion was <br />observed on BLM and private land not controlled by C 8 J Gravel. <br />4. Sufficient material to backfill the pit highwalls to a 3H:1V slope, as <br />required by Exhibit E of Permit No. M-80-146, was not evident. <br />5. Topsoil and overburden stripped from the west side of the pit did not <br />appear to be stockpiled separately. <br />RECOMMENDATIONS: <br />1. Amend the permit to include the additional acreage disturbed and not <br />covered by the existing permit. <br />2. Provide an engineering study showing the volume of material needed to <br />backfill all pit highwalls to a 3H:1V slope. <br />3. Provide evidence that C & J Gravel can obtain the material needed to <br />comply with Exhibit E. <br />4. Provide a survey map showing the location of the pit relative to the legal <br />boundaries of the area controlled by C b J Gravel. <br />5. Provide a timetable as to when reclamation will conmence and when it will <br />be completed. <br />6. Segregate topsoil from overburden and stockpile each separately. Topsoil <br />stored longer than one growing season should be graded to slopes no steeper <br />than 3H:1V and seeded with perennial cover. <br />/tmb <br />Doc. No. 7803 <br />
