111. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />Refuse area inspection began at the reclaimed RP-1 area. As was the case at most locations in the mine <br />viciniTy, site conditions were very dry. Perennial grasses were largely dormant. Refuse azea slopes appeaz <br />stable with no areas of significant erosion. Re-routing of the lower segment of the West Side collection <br />ditch into the riprapped channel as requested in recent inspection reports had not been completed. This <br />work needs to be performed as requested. <br />A[ RP-2/3/4 haul trucks were not running during the inspection, and the pile was not being actively worked. <br />Grading work had recently been conducted along the north end of the pile, and theoversteepened crest <br />azeas had laggely been graded out. A number of the drainage maintenance items identified in recent <br />inspections had been addressed by the operator, including grading of thegullied segment of the RP-4 west <br />inlet ditch, stabilization of lower end of the steep segment of the West Perimeter Ditch (operator used <br />coarse reject rock as a temporary measure), and clean-out of the West Perimeter Ditch segment just below <br />the dozer crossing road. Refuse grading and compaction on the combined pile appeazed to be largely <br />concurrent, with only a small number of truck dump piles to be spread, and some additional grading work <br />to be completed on the outslopes associated with the crest reduction. <br />At RP-SA, grading work was in progress, with two scrapers and a sheep's foot compactor being used. The <br />scrapers were removing material from the north end of the temporarystockpile, and spreading the material <br />in lifts primarily to the north and west of the temporary pile. Considerable progress had been made in <br />reducing the temporary pile and building up the permanent fill since the previous inspection. Considerable <br />dust was being generated by equipment activity (see discussion of NOV CV-2002-015), andand significant <br />concerns were noted with regazd to refuse pile surface drainage (see discussion of NOV CV-2002-016). <br />The Pond SA inlet azea erosion repairs previously requested had not yet been performed, however the <br />modification of the lower end of Ditch SB as approved by recent technical revision had been properly <br />implemented, <br />Support Facilities <br />Primary Support facilities in the D Portal Area, along the overland conveyor, theloadotit, the slot storage <br />facility, the Halandras Landfill, the raw water lagoon, and various vent shafts were inspected. In general, <br />the sites appeared to be properly managed in compliance with applicable regulations and permit <br />requirements. At the recently completed WMVS shaft site near the raw water storage tank, a safety fence <br />needs to be installed azound the elevated shaft, as noted in the previous inspection report. <br />A small patch of Canada thistle was observed neaz the sediment trap for the active waste pit at the <br />Halandras Landfill. Operator had previously made note of the patch and will include the patch in <br />scheduled spray operations. <br />Topsoil <br />A more clearly mazked topsoil sign is needed for the small topsoil stockpile at the new rock dust shaft site <br />As noted in recent inspections, some azeas of the south facing slopes of the refuse area topsoil and subsoil <br />stockpiles have sparse vegetative cover, and re-seeding with stabilization mix should be undertaken this <br />fall. Vegetative cover is particulazly lacking on the lower two beaches of the Topsoil Pile SA. <br />
