IANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was an aerial inspection flown by Harry Ranney of the Colorado Division of Minerals <br />and Geology (Division) on Wednesday December 21, 2005. Kent Gorham of the Division <br />reviewed ten oblique aerial photographs in the office on January 5. 2006. <br />Hydrologic Balance <br />Ground conditions were snow-covered only <br />in shaded areas. All ponds held a small <br />amount of water that appeared to be <br />frozen. Pond 7 appears to have water only <br />in the center area of the pond. indicating a <br />very low water level. Pond 8. shown at <br />right, is nearly dry in preparation for <br />sediment cleanout. <br />Processing Waste <br />The Refuse Disposal Area (RDA). shown below on the left. appeared normal with no sign of <br />slumps. slides. or damage of any kmd. The Development Waste Pile (DWP), below nght, <br />was also clearly visible in one of the photos and appeared in excellent condition. <br />Support Faciiibes <br />One of the photos indicated the small building located at the reclaimed SW coal stockpile <br />area has now been removed. However, the elevated foundation of this building was still <br />visible in the photo. Prior to granting a Phase I (pending) for this area, the foundation must <br />be removed and the area around the building regraded to final contour. <br />Overall, the site appeared in good condition for the winter season <br />
