T • • <br />(Page 21 <br />MINE ID # OR PROSPECTING ID # M-92-100 <br />INSPECTION DATE 6-19-97 <br />INSPECTOR'S INITIALS SSS <br />This was a routine monitoring inspection of the River Bottom Gravel Pit located 1 mile west of Paonia. The operation is permitted <br />for 9.0 acres of disturbance for instream extraction of gravel and streamside processing. <br />The river channel appears to be stable with no evidence of downcutting or headcutting. The north riverbank, near the upper end <br />of the permit area does exhibit some minor sidecutting apparently because of its position on the outside bank of a riverbend. The <br />operator has poured excess concrete over the bank in an effort to stabilize it. The operator indicated that the cement is dumped <br />on the river bank only during low flow so that it does not discharge into the river. The operator is encouraged to contact the Army <br />Corps of Engineers prior to any more armoring of riverbank. <br />The office and scales for this operation are located off of the permit area. This structure regularly serves to weigh all manner of <br />vehicles in the county in addition to supporting the oif-site batch plant. Therefore, the structure is not required to be inside the <br />permit area, and also is not included in the reclamation costs for the mining operation. <br />There is a small patch of yellow toadflax on the north boundary of the permit area. If the operator performs weed control measures <br />at this stage, an infestation problem might be avoided. This species is considered to be the next problem weed for Colorado. The <br />operator is urged to contact the county extension agent about the most effective way to control this species in a location near water. <br />The operator conducted some riverbank stabilization work on the adjacent property to the east of the permit area. Current conditions <br />at that site look like mining operations have taken place outside the permit area. The operator indicated that a contract could be <br />obtained from that landowner to verify the validity of the operation. <br />The boundary for the operation is not clearly marked. The operator will need to install additional markers so the permit boundary <br />is clearly marked. The boundary in the river channel is excepted from this requirement. <br />Due to increasing concern over in-stream mining and river channel stability, the operator is strongly encouraged to initiate a river <br />channel survey and monitoring progrm. The program should survey the river channel cross-section at several points within the permit <br />area and at positions above and below the permit area.
