This site inspection was conducted at the request of Adience, Inc. Gary Snook and Wayne <br />Seifert of Adience, Inc. were present. <br />2. The weather conditions included very strong winds from an impending storm system moving <br />eastward across the mine site. <br />3. The purpose of the inspection was to evaluate the acreage Adience, Inc. intends to permit <br />as a result of pending enforcement action during the March 26-27, 1997 Board Meeting. Both <br />Mr. Snook and this inspector confirmed that it appears possible for Adience, Inc. to <br />include all desirable acreage within a permit area of less than 10 acres and therefore submit <br />an application for a 110(2) permit rather than a 112 application. However, in order to <br />achieve this objective, Adience, Inc. will first need to submit a request for financial <br />warranty release for undisturbed acreage within the current 9.9 acre permit area. This <br />inspector confirmed during the inspection that approximately 3.3 acres within the eastern <br />portion of the permit area are ready for release. The procedure for financial warranty <br />release is outlined in Rule 4.16 of the Construction Materials Rules & Regulations. See <br />attached copy. <br />4. This inspector confirmed during the inspection that approximately 3.3 acres within the <br />eastern 1/3 of the permit area are ready for financial warranty release. The remaining 6.6 <br />acres of permit area is comprised primarily of pit and overburden disturbance. The operator <br />is also considering annexing an additional 2.4 acres to include the clay stockpile area, site <br />access road, and portions of the existing topsoil stockpile. <br />5. There was evidence of blowing dust generated from areas both within and outside the 9.9 <br />acre permit boundary. Blowing fugitive dust was generated from the existing building stone <br />and decorative rock stockpile areas as well as the nearby access road. These areas were <br />noted to be sigficantly denuded of vegetation. The Division considers this matter to be a <br />problem that should be addressed in the permit applications that will be submitted by both <br />Adience, Inc. and Siloam Stone. On March 26, 1997 the Colorado Mine Land Reclamation Board <br />ordered both Adience, Inc. and Siloam Stone to submit permit applications as part of <br />corrective actions for Notice of Violations MV-97-004 and MV-97-005. Areas prone to wind <br />and/or water erosion should be stabilized either through revegetation or other remedial <br />measures. Plans for stabilization of such areas should be incorporated into the permit <br />applications submitted by each operator. Please see page 3 of this report for corrective <br />actions. <br />6.
