Eagle 5 & 9 Mines. Dg. 2 <br />We continued the inspection to the reclaimed Williams Fork Strip Pit. The sediment ponds were <br />dry and no excessive erosion was evident. Revegeta[ion cover and production are good on most <br />of this area. Pond 9-apl is approved as a permanent impoundment. Antelope were seen utilizing <br />the reclamation with signs of other big game usage. We concluded the field inspection at the <br />Mine 5 ground water well location and NPDES outfall 003, and the main facilities and coal <br />handling area. The main facility and coal handling area has sediment pond coverage and no <br />problems were noted. The mine is still ventilated to allow access for mine water pumpage and <br />equipment maintenance. There was an MSHA inspector on site during our inspection. <br />I conducted a partial office records review. The DMG permit here was issued September 6, 1993, <br />and permit renewal no. 3 is nearing completion. The reclamation plan cost estimate has been <br />revised and additional bond amount has been submitted. I reviewed the March 28, 2000, annual <br />hydrological report. The report does not document any long term adverse hydrological effects. <br />There were no discharges from the mine sediment ponds during 1999. The underground mine <br />water which discharges from pumping is summarized in Appendix 1 of the annual report and <br />does not indicate any long term adverse hydrological effects. There is an administrative <br />continuance of CDPS Permit-0034142 since March 31, 1999. Monthly DMR's are current and <br />field date this year do not suggest any water quality impacts for either surface or ground water <br />monitoring. The Williams Fork, no. I strip pit spring is the only spoil spring being monitored. <br />The inspection did not reveal any off site impacts occurring as a result of the mine's TC status. <br />All surface disturbed azeas are maintained and orderly, and environmental monitoring <br />requirements of the approved DMG and NPDES permits is occurring and current.
