A few rills and gullies were observed, especially on the
central and northeastern areas. In some places these rills
and gullies had ceased to erode and had grassed over, but in
other places they were still actively eroding. These should
be regraded or filled in some manner that would limit the
disturbance to the established vegetation. There was concern
expressed by the Operator and the state Inspectors about
restarting the ten year liability period if rills and gullies
were regraded and reseeded. This might be the case if SOis or
more of the regraded area was to be disturbed; however,
eliminating the rills and gullies on these areas would disturb
less than 30$ of the reclaimed area and O~ould not restart the
liability period.
In summary, bond release of these areas is not recommended
until the rills and gullies are repaired, the ditch on the
southwestern area is removed or appropriate documents obtained
and approved to retain it as a permanent structure, and the
requirements for cover, production and sample adequacy are met
on each area separately.
rf i¢'~ f
