O <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was the 1st quarter complete inspection for the Deserado Mine. <br />The inspection began on the morning of April 1, 1997, and continued <br />through the afternoon of April 3. Gordon Bell of WFU was present <br />during the inspection. Field inspection was conducted the first <br />two days, and office records were checked on the third day. On the <br />morning of April 2, representatives of the BLM White River Resource <br />Area participated in a meeting and site visit to discuss remedial <br />revegetation measures to be implemented this year on the RP-1 <br />refuse area. The operator will be submitting a minor revision plan <br />to control cheatgrass and revegetate the site within the next <br />couple of weeks. cheatgrass control will involve an initial <br />plowing or disking which will need to be completed in early May, <br />before initiation of cheatgrass seed ripening. cheatgrass control <br />efforts may involve herbicide treatment (most likely spot <br />applications of Roundup), and these measures are being coordinated <br />with BLM. <br />Weather was cold and windy both days of the field inspection, with <br />intermittent snow flurries. Ground conditions varied from light <br />snow cover to muddy, with snowmelt generating minor runoff in <br />refuse area perimeter ditches. Heavier runoff from the refuse <br />areas and other portions of the mine site had apparently occurred <br />in the previous week. <br />Longwall equipment had been delivered, and initiation of longwall <br />operations is scheduled for late May. <br />Availability of Records <br />Required records were on file in the mine office, current through <br />the 4th quarter, 1996 (see attached DMG AVAILABILITY OF RECORDS <br />FORM). It was noted that monitoring had not been conducted at <br />surface water stations 6-1 and 31-1 during the 1st quarter of '97. <br />Operator indicated that the remote sites could not be accessed due <br />to snow or muddy conditions during the quarter. These sites will <br />be monitored as soon as accessible. <br />Roads <br />Road ditch maintenance work recommended in the previous inspection <br />report had been completed. The lower end of the median ditch <br />between the D Portal Access Road and the Refuse Haul road had been <br />extended to connect with the South Parking Lot Ditch, which conveys <br />drainage to Pond DP-1.
