/mpoundment Rulemaldng
DMG mentioned that the CMA had expressed an interest in clarification of impoundment
requirements, particulazlX in regard to stock ponds" or "dozer basins". Areas m need of
clarification aze certification and design requirements on impoundments. DMG submitted an
informal amendment a few years ago, OSM comments indicated the proposed rules could not
be approved.
DMG asked OSM to enter into informal discussions prior to DMG resubmitting amended rules,
to gain an understanding of OSM's position on the issues. OSM and DMG staff will meet on
the issue before the end of July.
DMG mentioned CMA's desire to participate in the informal discussion. It was determined that
the CMA should not be the only interest group invited to participate in any discussions, and that
informal discussions could not include interest groups. Interest groups would have an
opportunity to comment when the process becomes formal.
Public Meeting on EI' 1996 and 1997 Plans
OSM proposed holding meetings within the first two weeks of August. The Team had previously
decided that the meetings would be held in Grand Junction and Denver. DMG will give OSM
the dates of availability for DMG team members.
Meadows No. l Mine
DMG briefed OSM on current permitting actions at Meadows No. 1 Mine. Actions include a
revision to change the postnumng land use on 24 permitted acres to commercial/recreational,
a Phase III bond release pending on 76 acres, and an expected final release request for the'
remaining 24 acres. The mine is on private land, so DMG was providing the update to OSM
for informational purposes only. OSM indicated an interest in being further informed. DMG
will contact OSM to arrange a convenient meeting time for that purpose.
