At the time of the inspection the weather was cloudy and <br />threatening a thunder shower. It has been dry in the northwest portion of the <br />state. This has helped prevent slowdowns of the backfilling and grading of the <br />720 Pit, but it has hurt the revegetated areas. The test areas will not be <br />grazed this year because of the dry conditions. The Palmer drought index is <br />classified as severe for this area and west to the Utah border. <br />Backfilling and grading is progressing. As of last Friday, 1,000,000 ydsl loose, <br />have been backfilled. Seven scrapers and 3 dozers were working the <br />overburden pile. The profile of this pile has changed considerably since the <br />initiation of the accelerated backfilling; the pile has been rounded off and the <br />west side is one continuous slope to the edge of the pit. Though there was <br />considerable earth moving, dust did not appear to be a problem. <br />Highwall reduction at Pit #1 was continuing. Topsoil from the edge of the pit <br />was being windrowed to either side. Mechanical problems with the dozer have <br />slowed progress in this area. The water in pond F, below this area, was low. <br />The southern portion of the mine was walked. Photographs of the reclamation <br />operations were taken. The pit water is rising; Kerr may propose cutting a 20 <br />foot deep trench to allow water to run to pond A. This would keep the water <br />level to 20 feet or more below the surface of the backfill and prevent a <br />saturated condition where the equipment may have a problem with sinking. This <br />plan would be submitted as a TR. <br />Two Pronghorns were noted on the south side of the overburden pile and 14 <br />ducks were noted in pond A. The access road to pond A was in good condition. <br />Ditches and culverts to pond B were in good condition also. <br />NOTE: Attach appropriate VIOLATIONS OR CESSATION ORDER CODING FORMS <br />Revised: 4/88 <br />Doc.
