r <br /> <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />On October 10 and 11, 1996 William J. Carter from the Division of Minerals <br />and Geology completed a partial inspection at the Sanborn Creek Mine. This <br />inspection was attended by Tom Anderson, P.E., Oxbow Carbon & Minera4 <br />Inc. The inspection was scheduled specifically to obsen~e the application of <br />phosphate fertilizer and seed at both the Lower Hubbard Creek, and Bear <br />Creek locations. <br />Back[ill and Grading: <br />Both of the above locations have been graded previously and appear to blend <br />into the surrounding area. <br />Revegetation: <br />Both locations were fertilized with superphosphate (0-45-0) fertilizer, and <br />seed-mix: <br />• Western wheatgrass <br />• Mountain brome <br />• Junegrass <br />• Beardless wheatgrass <br />• Green needlegrass <br />• Big sagebrush <br />• Serviceberry <br />• Rocky mountain penstemon <br />• Skunkbrush <br />Pnscopyrum smifhii <br />Bromus Sp. <br />Koeleriu Sp. <br />ASroF~~ron Sp. <br />Nrrsselln viriduln <br />Seriphidiurrt tridentntum <br />Amelnncltier Sp. <br />Penstcmott strictus <br />Rhos uromnNcn <br />Where possible a "homemade" drag was used to incorporate both the fertil- <br />izer and seed-mix. Hand raking was performed in areas where power equip- <br />ment was unable to be brought i n. <br />The extra effort put into this planting procedure should improve the chances <br />for a more positive outcome. <br />
