These will all be eloped to 3:1 or less; compliance will be verified by a <br />future site inspection. <br />There are 2 topsoil etockpilee remaining in the area south of Coal Creek. One ie near the <br />center of the disturbed area and contains approximately 3600 cubic yards, tt~e other le at the <br />southwest corner of the disturbed area and contains approximately 16,600 cubic yards. Also, <br />topsoil from the south margin stockpiles mentioned in previous inspection reports has been <br />spread over several acres near the south end of the pit. According to the soils and permit <br />maps, and on the ground observations, it would appear that the Nederland fiery Cobbly Sandy <br />Loam topsoil should have been salvaged and preserved by the operator from approxlmately 43 <br />acres at the site. Assuming an average A-horizon depth for this soil of 4.5 inches (the soil <br />survey gives a range of 3 to 6 inches), there would have been approximately 26,000 cublc <br />yards of A-horizon eo it available for salvage. Given the amount of soil available in the two <br />remaining stockpllee, and the amount of soil that has already been spread, it is the <br />Division's view that the operator adequately salvaged soil for reclaration, and that <br />replacement of lees than the 6 to 10 inches of soil specified in the permit ie warranted in <br />this case since the operator cannot be required to replace more topsoil than was originally <br />praeent at the Bite. <br />There ie an area located south of the creek and east of the culverts whe r~~ clay extraction <br />took place. This area needs to be graded for positive drainage and dressed with 6 inches of <br />the stockpiled soil. <br />An area near the center of the disturbance south of the creek was formerly used for gravel <br />processing, and is now covered with a thin layer of clean, crushed rock. This area needs to <br />be scraped clean to prepare an adequate seed bed. <br />Based on more detailed observations at the south margin of the pit, and on subsequent review <br />of permit documents and maps, it ie clear that the operator has disturbed hind outside of the <br />permitted area. This off-site damage is in an area referred to ae the "South Borrow Area"_ <br />The permit documents indicate that Varra Companies has legal right to enter the South Borrow <br />Area, and further indicate that the South Borrow Area is included in the County Permit for <br />the Jenkins Site, however this area was excluded from the reclamation pe rn~it at the time of <br />the 1986 amendment.
