III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Edna Mine conducted by Tom Kaldenbach ofthe Colorado Division of <br />Minerals and Geology. No one else was present. The site was dry and fully accessible. Grasses aze drying <br />out, as northwest Colorado has had hot dry weather over the last month. <br />Roads <br />Rills have been graded out of the upper part of the Goat Trail Road. The road is fully passable, and is <br />in good condition. The down powerline laying across the Goat Trail Road needs to be removed. <br />Avdroloaic Balance <br />The Moffat Pond was receiving a fair amount of inflow from the spoil spring to the south. The pond <br />was discharging a few gpm to Trout Creek. The inlet and outlet of the primary spillway culvert were in <br />good repair. <br />On the morning of the inspection I measured the electroconductivity (EC) at four locations in Trout <br />Creek. The measurements were made from county road bridges during atwo-hour period. As shown <br />on the following map, the EC downstream from the Edna Mine was 660 micromhos/cm, significantly <br />below the material damage suspect level of 1,000 micromhos/cm. The Ec Trout Creek downstream of <br />all coal mining was 650 micromhos/cm, indicating coal mines were not causing an unacceptable <br />cumulative impact to Trout Creek. <br />Support Facilities <br />No problems were found in the Oak Creek facilities azea. <br />Reveeetation <br />No weed problems were found in lazge azeas inpected in the Moffat area. <br />Slides and Damaee <br />Repair work, using a trencher, is in progress on the rilled/gullied azea located along the southern <br />mazgin of the reclaimed Moffat azea. (It is not certain if the gully is in the pre-law azea, or in the <br />reclaimed area.) <br />3 <br />
