III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />plantings and shrub seeding have not yet been undertaken in the various specified "D" <br />Pit locations along the 005-E1 drainage, and these plantings will need to be made this <br />year. Disking or more extensive seedbed roughening will need to be undertaken as <br />appropriate prior to planting. Similar practices will need to be applied in areas of the <br />`A" Pit to be topsoiled this year and seededlplanted in the fall. <br />There were a few locations within previously vegetated areas of the "D" Pit where initial <br />establishment of seeded vegetation was unsuccessful, and where re-treatment will be <br />necessary this year. Areas include an old scraper road along the ridge separating 005 <br />Gulch and 005-E1 Gulch watersheds, and a former topsoil stockpile site and associated <br />access road and scraper routes on the ridge and slope south of the upper 005 drainage. <br />Minor grading, ripping, roughening, and seeding is necessary in these areas. <br />Variable topsoil thickness specifications and revised woody plant establishment <br />requirements will apply to those portions of the ridgeline Wadge Pit area that have <br />recently been graded and are being topsoiled and revegetated this year. This area is <br />near the boundary between the original permit area and the South Extension, and <br />includes a Swale and slopes draining to the Pond 015 watershed, as well as slopes <br />draining to Pond 006. <br />Based on Exhibit 21-1 and narrative in Tab 21, various locations within this are to <br />receive topsoil thicknesses of 1.3 feet, 1.7 feet, 2.5 feet, and 4 feet. <br />Based on Exhibit 22-1 A, and narrative in Tab 22 text and Appendix 22-3, an aspen <br />planting area is to be established along the Swale and north facing slopes that drain to <br />the Pond 015 watershed. The aspen plaiting area falls primarily within the four foot <br />soil replacement thickness zone. Seeding and planting specifications for aspen planting <br />areas and upland shrub planting areas are detailed on text pages 22, 23, 23b, 23c, and <br />24, and Appendix 22-3, page 5 "Mother Plant Technique". Specified enhancement <br />measures include fencing, supplemental watering during the first growing season, and <br />inclusion of aspen and tall shrub "mother plants" in addition to shrub tubelings. <br />If live handle topsoil is replaced in the aspen establishment area (recommended if <br />practicable), seedbed preparation, seeding with Seedmix 6, and planting should be <br />delayed until the fall, to evaluate the extent of desirable native species volunteer, and <br />the need for supplemental seeding. <br />0 It is noted that an Upland Shrub Planting List 1 area is located several hundred yards to <br />the north of the aspen planting area, adjacent to the Ridgeline Road. Based on Tab 22 <br />text, this area would also be subject to fencing, 1" growing season watering, tall shrub <br />mother plant planting, etc, in 2004. <br />12 <br />
