III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This was a partial inspection conducted by Joe Dudash of the Colorado DMG. Bill Beaz represented the <br />operator. The longwall was operating but a large volume of coat waste was being generated. Most of the mine <br />site was cleaz of snow. <br />Gob Pile No. 2 <br />There was a lot of activity at gob pile no 2, due to the quantity of coal waste being generated. Soil material was <br />being obtained from the hillslope above the gob pile and mixed with the wet coal waste. After the waste was <br />placed and graded, a compactor was compacting the waste. The top of the pile had good drainage and there was <br />no ponding of water. The two underdrains were exposed to the rear of the pile, as designed. The bench <br />outslopes, not covered with soil yet, were stable and showed no signs of erosional problems. <br />Pond F had only a little water in it. The pond spillways were operational. The operator has installed the 4 inch <br />diameter hose onto the pump that dewaters the pond. The ditches and culverts that bring water from gob pile no. <br />2 into Pond F had sufficient capacity. The riprapped sections of the ditches were intact. The operator was in the <br />process of improving the berm that is adjacent to the highway and neaz the entrance to the gob pile. <br />The gob pile haul road was in good wndition. A water truck was being used to wet down those sections of the <br />road that were drying out. The road ditch and outside berm were functional. The straw bales at the gob pile <br />topsoil stockpiles were in place. The water levels in Pond C and Pond D were up to the primary pipes. The float <br />was on the primary for Pond C. The gated valve of Pond D was closed. The spillways of both ponds were <br />functional. The culvert on the east side of and leading into Pond D probably will need cleaning soon, although it <br />was still functional. <br />Main Mine Site <br />The area around the gob loadout bin was very muddy but the operator was cleaning out the muck. The culvert <br />directly behind the electrical substation was functional but will need cleaning in the neaz future. The cut slope <br />behind the wash plant appeared to be stable. The berm on the outside of the wash plant bench was in place. <br />The culverts and ditches at the mine site entrance were functioning well. There was only a little water in Pond B. <br />The float and flexible hose were attached to the primary discharge pipe. The pond emergency spillway was <br />functional and the embankment appeared to be stable. <br />There was a small volume of coal that was stockpiled on the coal stockpile bench. The straw bales in the two <br />corners of the coal stockpile bench were functioning but appear to need replacement soon. The outside berm on <br />this bench was functioning well. There were no signs of fugitive dust going offsite. <br />The B-seam portal bench was in good condition and was neat in appearance. The bench drainage system was <br />functioning well.
