III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was an partial inspection of the Seneca II Mine for the month of November, 7 996. The <br />mine has basically stopped the production of coal and has only to haul the exposed coal to the <br />power plant ,then activities to finish the reclamation plan can commence. <br />ROADS: Due to the recent snow storms the site is extremely muddy and work on the roads has <br />to be delayed until either the roads dry or freeze. However, all work on regrading and <br />reestablishing the road drainages due to the disturbances caused by the movement of the <br />dragline MUST be completed in December. <br />HYDROLOGIC BALANCE: Other than the road drainages, the site's ditches appear to be stable <br />and should remain so during the winter. All the ponds appear to be stable and capable of <br />functioning as designed. <br />TOPSOIL: Anew final topographic map and topsoil redistribution plan is required and is <br />addressed in the permit renewal document. <br />
