(Page 21' <br />MINE ID # OR PROSPECTING ID # M-1982-033 ' <br />INSPECTION DATE 8127/02 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This inspection was performed by the Division as part of its monitoring of Construction Materials 112 permits. The <br />operator's representative was contacted about the inspection, but was not present during the inspection. <br />The site was properly identified by the permit sign posted at the NE entrance gate. The oermit boundaries are not clearly <br />marked. but current excavation activity is not encroaching closely on any boundarv vet. The operator must mark the <br />boundarv of the triangular affected area in which activity is slowly moving to the south. There are 200-foot-wide setbacks <br />on all 3 sides, between the oermit boundarv and the county road fences (on the N and EI and the concrete irrigation lateral <br />lon the SWI. The operator must ensure that boundaries are clearly marked and that activities do not exceed the <br />boundaries. <br />The pit was active at the time of the inspection, with a single employee operating the loader and crusher. The equipment <br />was set up in the south part of the pit floor, with a product stockpile nearby. There were no other stockpiles or pieces of <br />equipment in the permitted portion of the pit. (Note: the north edge of the pit is not included in the permit, and is used <br />exclusively for storing equipment for a separate construction business. The operator is complying with this condition.) <br />The pit floor is fairly level, and free of parts, debris, weeds and contamination. The sideslope gradients vary from about <br />1.25:1 to about 2:1. As the operation moves toward the south, leaving the far west side to be mined last, all sideslopes <br />should be graded to a uniform 2:1 for stability. The pit floor is fairly level, or if sloping, is very gentle. No evidence of <br />impounded stormwater or seepage of groundwater was observed on the floor. <br />A portion of the southern limit of mining has broken through to the pit left by LafargelWestern Mobile at the conclusion <br />of their permitted excavation. (Note: That newer pit is under a 111 permit , M-1997-044, and is not fully reclaimed. Most <br />of that 111 permitted area lies within this 112 permitted area boundary, but there may be a portion of the 111 permit which <br />does not.) Previous correspondence from this office to this operator and to Lafarge has attempted to resolve the issue of <br />ownership and Use of the leftover stockpiles in the 111 permit,-and the final reclamation. For now, this 112 permitted <br />operator may continue to draw from leftover stockpiles in the 111 permit, as long as then presently are located within the <br />112 permit. <br />There is presently little to no vegetation in this pit, on the slopes or on the affected portions of the still-unmined areas <br />above the pit. The final reclamation does not call for revegetation in the pit or on the slopes. The operator should ensure <br />that disturbance on unmined areas within the permit boundarv remains limited, or that disturbed areas are maintained as <br />stable. For example, road areas must be maintained, while stripped areas must be kept free of erosion and weeds. This <br />also includes areas in the 112 permit which were also disturbed in the adjacent 111 operation. For now there is no <br />problem. ~ ~' <br />The bond was recalculated in 1997 at the time of permit conversion. It is based on the final reclamation being mostly <br />performed during the mining of the site, such as establishing the proper side slope gradients, weed control, level or gentle <br />floor, and minimal debris removal. The operator is largely following these items, and continuing to do so will tend to keep <br />the bond amount low. The bond is scheduled for review, and the new figures will be sent to the operator under separate <br />cover in the near future. <br />There were no additional items observed.
