III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Marr Strip Mine. Jim Mossman was at the mine office. The <br />weather was clear and warm. <br />Roads. The entrance roads are in good condition. <br />Hydrologic Balance. All ponds were observed and none of them were discharging. Orily Ponds D <br />and E contained water. <br />The spoil well that is to be installed this year has not been drilled yet. Kerr Coal Company has <br />committed to getting the well in to monitor spoils water levels and quality. <br />Sunaort Facilities. A couple of trailers and other assorted parts and equipment need to be cleaned up <br />on the shop/warehouse area pad. <br />Fish and Wildlife. <br />Several antelope were observed on the reclaimed mine area. <br />Revegetation. In the areas where the gullies were repaired in Pit 1 last summer, there is little <br />vegetative growth. These bare areas should be broadcast seeded this fall with the approved seed mix <br />to provide vegetative cover. <br />Offsite Sunaort Facilities -Walden Loadout. <br />Seed germination at the loadout area is fairly good, except for the area above where the facilities <br />were. Only annual weeds were observed there. Kerr Coal Company may want to broadcast more <br />seed there to enhance vegetative establishment. The rest of the loadout area is covered with annual <br />weeds also, but there the planted grasses and Yorbs were observed below. The site is very typical for <br />the first year after seeding. <br />
