NOTICE OF PROPOSED DECISION <br />In accordance with Rule 5.02.2(8) of the Regulations of the Colorado Mined Land <br />Reclamation Board for Coal Mining, the Colorado Division of Minerals and Geology <br />(Division) proposes to approve a Reduction in the Inspection Frequency (RIF) for the <br />Sunlight Mine (Permit Number C-1981-046), an underground coal mine. The Division <br />proposes to reduce the inspection frequency to one complete inspection and three partial <br />inspections per yeaz, commencing during the 2003 - 2004 State fiscal yeaz. This RIF is <br />based on findings that the mine site has been stabilized and reclaimed and at this time the <br />potential for adverse effects upon the public or the environment has been minimized to <br />the extent possible. <br />The Sunlight Mine is located in Garfield County, approximately 8 miles south and west <br />of Glenwood Springs, 0.5 mile before reaching the Sunlight Ski Area, straddling Garfield <br />County Road 117. The site is located in portions of Sections 28, 33 and 34, Township 7 <br />South, Range 89 West. This region is depicted on the Cattle Creek, Colorado USGS 7.5- <br />minute quadrangle topographic map. The surface and mineral rights aze privately owned. <br />Colorado Fuel & Iron (CF&1) developed the Sunlight Mine prior to 1910. There have <br />been numerous owner-operators over the yeazs, the last being the Gazfield Energy <br />Corporation. The Garfield Energy Corporation obtained a permit from the Mined Land <br />Reclamation Board on October 23,1982. The permit azea encompasses roughly 180 acres, <br />where 5.24 acres of surface were disturbed and 7.31 acres were affected (surface <br />disturbance plus under-mined azeas). <br />Copies of the proposed decision aze on file for public inspection at the Colorado Division of <br />Mineral and Geology, Centennial Building, 1313 Sherman, Room 215, Denver, Colorado, <br />80203, (303) 8fi6-3567. Persons with an interest who may be adversely affected by the <br />proposed decision may provide written comments on the proposed decision. Such requests <br />must be submitted to the Division, to the attention of Byron G. Walker, within 30 days of <br />the initial publication of this notice, must be in writing and must state with reasonable <br />specificity the reason(s) for the request and the objection(s) to the proposed decision. <br />
