III. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made
during the inspection. Comments also describe any enforcement actions taken during the inspection
and the facts or evidence supporting the enforcement action.
Offsite Support Facilities
The reclaimed Loma Loadout site was inspected the afternoon of May 17, with no operator contact present. The
following observations were made:
• The Mine I.D. sign has not yet been revised to reflect the recent permittee name change. The sign
needs to be properly revised or replaced.
• There are three old tires near the mine I.D. sign that need to be properly disposed of.
The revegetated stand is promising. Western wheatgrass establishment is fair to good across most of
the site, vigorous and robust in some areas, short and less vigorous in other areas. There are patches
of forage kochia in some areas and scattered greasewood across the site. Annual weedy species are
still prevalent, but less dense and vigorous than last year. The tumble mustard, which was very
prominent last year, is present but at low density this year. The site is quite dry; precipitation has been
below normal in April and May. Continued dry conditions could be detrimental to the recently
established seeded species.
4
