<br />(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-78 -225 <br /> <br />INSPECTION DATE: September 21.2000 INSPECTOR'S INITIALS: AIW <br />OBSERVATIONS <br />This was a citizens complaint inspection conducted by Tony Waldron of DMG. There was no operator representative present <br />during the inspection. The site is located approximately 11 miles west of Pritchett, Colorado. The pi[ is situated on an old <br />alluvial terrace which is dissected on both sides of the pit by small drainages. <br />The complaint alleges that oil emerged from the ground of a gravel pit being used by Baca County recently. A photo was <br />enclosed with the complaint showing an oily substance on the ground in what appeared to be gravel pit. Upon arrival at the <br />pit an area approximately 50-60 (eet square was observed on the pit floor that appeared to be covered in some petroleum <br />product. The material was black and appeared to be very thick, yet viscous enough to flow very slowly. Upon closer <br />examination, the material had set up yet was still sok, almost like used chewing gum. There was a slight odor to the material <br />that smelled somewhat like tar. It was surmised that the material is probably roofing tar, however no certifiable lab analysis <br />was conducted to verify this suspicion. However, a couple of observations are verifiable. First, the material is clearly not <br />emanating out of the ground as alleged in the complaint. Second, the pit does not currently have positive drainage out of it so <br />surface water is not likely tocarry any of this material off-site. Third, there is no ground water exposed and it does not appear <br />that there is alluvial ground water available or in use in this area. However, the material should be cleaned up and disposed of <br />properly. Based on observations of the material, it appears that it could simply be picked up and placed in a suitable container <br />(can or small barrel) for transport to an approved landfill for disposal. Clean-up and disposal of this material will be cited as a <br />problem on page three of this report along with appropriate corrective actions. <br />The pit itself is properly signed and the permit boundaries are clearly marked. The active pit walls have been sloped and <br />there was a stockpile of screened material on the pit floor. The operator has indicated that they would like to convert this site <br />into a 112 permit.
