III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Coal Ridge Mine conducted by Erica Crosby of DMG. No <br />company representative was present during the inspection. The Coal Ridge Mine is in <br />reclamation only status. Weather conditions on site were clear and cool. Roughly 1 to 2 feet of <br />snow cover was present on site. <br />Records Mine records were inspected at the Garfield County Courthouse in Glenwood Springs. <br />The permit renewal application was located in the courthouse. The following items need to be <br />filed in the courthouse; <br />- Midterm review material could not be located. <br />- Operator should incorporate revised pages into the permit. The revision date back to 1995 and <br />are in manila envelopes. <br />Signs & Markers The Mine ID sign and the DMG office location sign was posted at the mine <br />entrance. The information on the signs appeared accurate and up to date. <br />Roads The road leading into the Coal Ridge Mine was under snow cover and could not be <br />accessed by vehicle. <br />Hvdroloaic Balance The sediment pond was under snow cover, but appeared dry on the east <br />end and contained some frozen water on the west end. Both the primary and emergency <br />spillways were in good repair. Irrigation water was not being diverted to the sediment pond <br />during the inspection. Maintenance on the intersection between ditchs #5 and #6 was noted. <br />An 8" pipe has been installed with a valve to control the irrigation water from the vulcan ditch. <br />It appears that the pipe will be opened when irrigation water is to be diverted to the irrigation <br />area. The operator should submit a minor revision addressing all irrigation diversions that have <br />been installed within the permit area. The pipe was closed during the time of the inspection. <br />The silt fence by the mine entrance road was partially under snow cover, but appears functional. <br />Backfillina & Grading The backfilled slopes at Portal #1 and Portal #2 appeared stable. The <br />terrace benches and slopes show no signs of instability. The dozer slots were noted, but could <br />not be assessed due to snow cover. <br />Stipulation #27 requires the operator to amend the irrigaiton hayland production standard. The <br />operator is working with the Natural Resource Conservation Service to help develop a standard <br />for the entire site. A technical revision has been submitted to the Division addressing stipulation <br />#27. <br />
