III. COMMENTS -COMPLIANCE <br />Bolow are comments on the inspection. The comments rnclude dscussion of observat,ons made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />Th,s was a lomt OSM special focus and DMG complete inspection of the King Coal Mine for the month of <br />October, 2003. The site is operating at ,ls normal rate. <br />RECORDS: Records were inspected and found to be in satisfactory condition. See page 5 of this report <br />for fudher details. <br />HYDROLOGIC BALANCE: The West pond had about 1.5' of water in it and the East pond about 2'. <br />Neither pond was discharging, All culverts and ddches were inspected and found to be clear and able to <br />function as designed. Due to the 3.68" ra,nfall on September 9°i, some down cutt,ng of a ditch leading into <br />the west pond needs some nprap to prevent further cutting (see photo). <br />GENERAL MINE COMPLIANCE: The mine has stockpiled some coal on the reclaimed portion of the <br />~,vaste pae that will re ,u~re some cleanup onco the coal is removed. <br />EXCESS SPOILS AND DEVELOPMENT WASTE: The waste pile is stable and all water is being tliverted <br />oft the top The 100 year d~vers~on ditch needs a slight berm buildup to prevent any coal waste from <br />entering the ditch. <br />
