The
operator, through Colorado Lining Inc. was continuing to line the lower part of the
constructed tailing pond. A recent snowstorm left water in the bottom of the pond. There
was standing water in the north and south ends of the pond on Monday. The operator was aware
that lining directly over standing water was not acceptable and water was actively pumped
from the areas of standing water on Monday (November 16, 1998) and this morning.
Small amounts of rocks in the subgrade were removed since most had been removed yesterday.
Sandy material was placed where rocks could not be removed. Where water had been standing,
more sandy material was added to improve foundation stability.
Scrap 60 mil High Density Polyethylene (HDPE) was placed on wet areas to protect the
Geotextile Clay Liner and improve foundational stability in wet areas. This was done in the
northern part of the bottom of the pond while this inspector was on site. The two runs of GCL
and HDPE installed yesterday were pulled back to do a final subgrade check and to install
HDPE over the wet area in this section. Additional GCL liner was placed over an area of the
GCL tkiat had gotten wet the previous day. Liner installation was slow because of labor
availability problems. Some GCL liner was installed.
The inspector left the site at 1230 since Ms. Christina Kamnikar showed up to take over the
inspection of liner installation techniques and practices.
I & E Contact Address
NAME Ms. Maxine Stewart
OPERA'COR ITEC Environmental.
