III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a complete inspection of the King Coal Mine for the third quarter, 2002. The site is operating at <br />its normal production rate. <br />AVAILABILITY OF RECORDS: Rewrds were inspected and found to be satisfactory. The Insurance <br />certificate is current through September. The NOPES permit is "in the mail° according to the DOH. end <br />quarter pond and DMR's have been completed. 1 ~` quarter 2002 subsidence records are available but an <br />onsite inspection at the Crawford ranches was performed by the Division as well. 1 ~` quarterwell samples <br />were also available. <br />HYDROLOGIC $ALANCE: The West pond has about a foot of water in R but was not discharging. It is <br />still undergoing cleaning as time and conditions permit. The East pond was dry and has been totally <br />cleaned. All culverts and d'Rches were inspected and one ditch needed some minor cleaning. The 100 <br />year ditch at crest of the waste pile needs some minor regarding to restore its integrity. The 100 year <br />waste pile ditch at a point at the crest of the pile needs about 10 feet of berm restored. The clean water <br />diversion ditch just priorto draining into the Wiltze land should have the coal fines trap re-rlug.l. <br />GENERAL MINE COMPLIANCE: The site is clean and well maintained. <br />EXCESSSPOILS AND DEVELOPMEN7INASTE: The waste pile is stable and all water is diverted off <br />the top. <br />
