.. <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />On August 31, 1994, a partial inspection was conducted at the Marr Strip Mine. <br />Conditions at the mine were threatening thundershowers with much lightning and <br />a brief shower. The area of North Park is experiencing a server drought as of <br />August 13, 1994. There has been brief precipitation events in the past couple of <br />weeks but it is still dry. The grazing plan had been withdrawn this year because <br />of the dry conditions. <br />Topsoil was being placed on the reclaim of the 720 area. Geochemical analysis <br />on suitability of the overburden showed one area of high SAR. This area has <br />received 4 feet of additional non-toxic cover over the 5 acre plot. The cover <br />material was also sampled. Topsoil had been placed over much of the area <br />except the southern half of the west side of the 720 area. <br />Slope angles were measured along the west side of the 720 area. This area was <br />formerly the west side of the 720 pit. Slope angle were mostly more moderate <br />than the approved maximum slope of 3.5:1 (29%). Most areas were 4:1 or less. <br />All slopes in the 720 area would meet the approved reclamation plan. The slopes <br />that had received topsoil will receive additional soil and will be chisel plowed <br />along the contour. <br />Roads were in excellent condition. <br />
