• (Page 21 • <br />MINE ID /f OR PROSPECTING ID N M-1981-002 <br />INSPECTION DATE 7/2/01 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This partial inspection was performed as part of the Division's monitoring of Construction Materials 110 permits, and to <br />review any changes which are part of the recently-approved technical revision (TR-011, allowing import of offsite-generated <br />fill. The operator was contacted about the inspection, but was not present during the inspection. <br />The site has not changed significantly since the Division's 8/12/99 inspection, with the exception of a larger amount of <br />imported fill material on the pit floor. Some had been previously noted, at which time the operator was informed that to <br />continue such activity a Notice was required to be submitted pursuant to Rule 3.1.5191. The operator recently did submit <br />such Notice, as the basis of the changes to the plan which were approved under TR-01. The operator is complying with <br />the permit plan and TR-01. This imported fill will be dozed to the toe of the highwall slope and buried during reclamation <br />earthwork. <br />The previously-noted pile of pitrun was not observed during this inspection. There was no equipment and no debris onsite. <br />There has been discussion in the past regarding the use of other offsite material as part of the reclamation grading for this <br />site, involving the berm of unmined material above the highwall and outside the permit boundary. It was noted at that time <br />that the overhead electric lines in that area would have to be moved, in addition to receiving the approval by CDOT for use <br />of material and surface reconfiguration within their right-of-way. The electric lines have apparently been moved to a <br />different alignment (or buried in the same corridor) since they were not seen during this inspection. At this time there has <br />been no written contact from the operator regarding revision to the reclamation plan for that slope or material change, nor <br />that CDOT has approved of the proposed plan. <br />The topsoil piles were not inspected, though they had been observed during the last inspection with a couple types of local <br />noxious weeds ("daisy" and toadflax) growing on them. It is not known if the weeds persist, or if they have been controlled <br />by the operator.
