III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The Comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was an aerial inspection of the Southfield Mine. The photographs were taken by <br />Harry Ranney of CDMG. The report was written by Jim Stark of CDMG. The mine has <br />closed down and is almost finished with reclamation activities (structural demolition, <br />backfilling and grading and topsoil replacement). The weather appeared to be <br />clear and dry. <br />The entire facilities area has been backfilled and regraded. It appears as though this <br />area has been disked in preparation of planting a cover crop. The permitted <br />(permanent) truck tunnel is clearly visible from above. Several structures still remain <br />on the site including the loadout bin, the guard shack and a fuel tank. <br />The refuse pile appears to have also been disked. The 100-year ditch appears to <br />have been reestablished around the refuse pile. The regrading around the <br />topsoil/subsoil piles appears to be complete. <br />Pond 3 contains water several feet below the water line. No work has been done to <br />backfill and regrade this pond at this time. Pond 4 was dry but appeared to be well <br />vegetated and in good condition, Pond 5 was also dry, It, too, appeared to be well <br />vegetated and in good condition, <br />The vegetation at and around the mine site looks very brown due to the dry <br />conditions. <br />The vegetation at the loadout also looks very brown (although it looks no different <br />from the vegetation of the surrounding areas. Both loadout ponds are dry. There are <br />train cars parked on both sides of the loadout. <br />From the photographs it appears as though the reclamation (backfilling and <br />grading) operations have been successful. It appears as though the mine is in good <br />condition. <br />
