III. COMMENTS -COMPLIANCE <br />Below pre comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement pcfions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This aerial inspection was flown on March 5, 2002. The digital images were received on March <br />15, 2002 and reviewed on March 18, 2002. There were no compliance problems observed at the <br />loadout during the overflight. A lot of the ground appeared to be wet, with only very little snow <br />left. <br />Facilities <br />There were 24 rail cars at the loadout. One rail caz was being loaded during the inspection. The <br />others were empty. The railcars did not block the road crossing. There was a fairly large amount <br />of coal that was stockpiled on the bench. There were no offsite problems observed with fugitive <br />dust. <br />There were no problems with any of the facilities. <br />Hydrology <br />There was a little snowmelt in the east pond. The west pond appeared to be dry. There were no <br />signs of geotechnical or erosional instability with the pond embanlanents and pond inslopes. <br />Topsoil Stockpiles <br />There were no signs of erosional gullying at the topsoil stockpiles. Collection and diversion <br />ditches appeared to be functional. <br />Roads <br />The paved main haul road was dry and in very good condition.
