III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the inspection. Comments <br />also describe any enforcement actions Taken during the inspection and the fack of evidence supporting the enforcement action. <br />This aerial inspection report is prepared by Byron G. Walker from 6 aerial photographs (numbers 19- <br />03-01-09-193(193) through 198(198) on file at the Division) taken on January 9, 2003, by, and an oral <br />debriefing of Mr. Harry Ranney, Environmental Protection Specialist of the Division. Mr. Ranney <br />stated that he saw no problems at the site. Copies of the aerial photographs have been provided <br />to Colowyo Coal Company, L. P. by e-mail. <br />HYDROLOGIC BALANCE The site is covered by snow. No surface water appears. The Section 16 <br />Pond appears (best shown on photograph 196) to have a low level of frozen-over water. <br />SUPPORT FACILITIES The following facilities appear in the photographs indicated: <br />Photograph: 193 194 195 196 197 198 <br />Feature <br />Section 16 Pond X X X X <br />Pond H X X X X <br />Pondl X X X X <br />Section 16 Pond Ditch X X X X <br />Erosion Control Ditch X X X X <br />Section 16 Perimeter Ditch Segment X <br />South Collection Ditch X X <br />Southeast and Southwest Tributaries to Steeter <br />Pond X X X <br />Prospect Ditch X X X <br />No problem is apparent in any of these support facilities. <br />GENERAL MINE PLAN COMPLIANCE Activity appears to be in compliance with the approved <br />general mine plan. Operations are approved in three pits. These pits are the East Pit (seen in <br />Photographs 193, 195, 197 and 198), the West Pit (seen in Photographs 193, 195, 197, and 198), and <br />the Section 16 Pit (seen in Photographs 193, 194, 197, and 198). An area stripped of topsoil in the <br />southern advance of the West Pit appears in Photographs 193, 195, 197, and 198.
