III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the t'acts or <br />evidence supporting the enforcement action. <br />'t'his was a complete inspection conducted by Joe lludash otthe Colorado llRMS. No one represented the <br />operator during the field inspection. Bill Bear represented the operator during the records check. <br />Koad <br />The paved haul road was in good condition. The guard rail was up. The bridge was passable. The mine entrance <br />gate was closed and locked. 'the "no trespassing sign" was up on the gate. <br />Signs and Markers <br />The mine ID sign post was still on the ground and should be put back up. Surface disturbance markers were up <br />around the site, except above the cliff face due to the safety problems. <br />Hvdroloev <br />The sediment pond was dry. The gated primary was closed. Pond inslopes were stable and well vegetated. The <br />riprap in the emergency spillway was in place. The mine water treatment pond was dischazging at about 20 gpm. <br />The discharge was the usual orange color, which has been shown to be in compliance. There were no problems <br />with the two alluvial wells. Well caps were on and there was no spring water near the down gradient well. <br />Temperatures were taken of the east spring water along its path to the river. At a point 15 feet below where the <br />spring comes out of the hillslope, the temperature was 104 degrees Fahrenheit. At the inlet to the culvert leading <br />to the treatment pond, the temperature of the spring water was 88 degrees Fahrenheit. The treatment pond <br />discharge was 61 degrees Fahrenheit as the water comes out of the discharge pipe near the river. The river water <br />was 67 degrees Fahrenheit at a point 20 feet upriver from where the treatment pond discharge enters the river. <br />The air temperature was 82 degrees Fahrenheit. <br />Facilities <br />The mine office is in a rundown condition. The doors of the building were open. <br />Reclamation <br />The reclaimed mine road appeared to be stable and was well vegetated. The east side backfilled and graded fan <br />site also appeazed to be well vegetated and stable. However, the backfilled and graded west side portals continue <br />to show instability. Some of the eazlier cracks have partially filled in but a new crack in the rock face just to the <br />east appears to be growing in size. Also, there is some staining around the vent above the sealed portals. <br />Noxious Weeds <br />Tamarisk continues to grow along the fence near the front gate, in the spring water treatment pond and in the <br />area of the east side spring.
