(Page 21 <br />MINE ID # OR PROSPECTING ID ar M-76-020 <br />INSPECTION DATE 718196 <br />INSPEC:TOR'S INITIALS WHE <br />This partial inspection was conducted by Wally Erickson from the DMG field office in Durango, 1474 Main Avenue, Room 207, <br />Durango, CO 81301-5182, phone (9701 247-5062, in response to operator's request for an on site meeting. Mr. David King, <br />Mountain Gravel, accompanied the DMG inspector through out the inspection. The Thomas Pit is located :approximately 12 miles <br />north of Durango, on the east side of Highway 550, in portions of the SW 1 /4 of the SE 1 /4 of Section 25, and in portions of the <br />W 112 oT the NE 1 /4 of Section 36, both in T37N, R9W, NMPM, La Plata County. The 112 Regular permit is s~pproved for 29.8 acres <br />affected area. The operation is approved for gravel excavation from an overflow channel of the Animas River and pit area adjacent <br />to the Animas River channel, and material crushing and washing, and concrete production. <br />On 614/96, DMG reviewed the cost of reclamation for the Thomas Pit and determined that the current amount of financial warranty, <br />$9,250.00, was insufficient to ensure completion of the Reclamation Plan. DMG calculated the cost: of reclamation to be <br />526,295.00. On 6120/96 the operator provided replacement financial warranty in the amount of $26,29!i.00. <br />Mine identification sign was posted at the mine entrance. Perimeter of affected area was clearly delineated. All mining related <br />disturbances appeared to be contained within the approved area. Mine entrance and access roads were well maintained. Material <br />excavation was not occurring during the time of this inspection. The north pit and south dredge basin an:as were flooded. The <br />Animas River was flowing through the south dredge basin. Fish were observed feeding in the south dredge basin. Equipment was <br />not observed at the north pit or south dredge basin areas. Stockpiled material was being processed at the material processing area. <br />Processing water from the wash plant was conveyed to the sediment pond by sediment containment ditch. Spill containment berm <br />surrounded the fuel storage tanks. <br />The operator identified an area on the east side of the Animas River as a potential source of additional material. The operator <br />indicated that Mountain Gravel was contacting the landowners on the east side of the Animas River with .a proposal to excavate <br />gravel from their property. Reclamation of the proposed east side pits would result in a series fish ponds which could also serve <br />as flood detention basins during flood stage of the Animas River. Flood detention basins would reduce the peak flow during flood <br />stage thereby reducing flood damage to downstream developments. The operator showed DMG inspector maps of county planning <br />which indicate that the location of the proposed east side pits have been zoned as industrial/gravel mining areas by the La Plata <br />County Planning Dept. The operator stated that raw material would be transported across the Anima:: River to the existing <br />processing facility located on the west side of the river via elevated conveyor belts. Truck traffic on CR 250 could be limited to <br />initial set up and final reclamation of the east side pits. The operator indicated that although the elevated conveyor belts would be <br />above the river, a portion of the river channel may be requested as affected area to allow installation and maintenance of the <br />conveyor belts.
