III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the GEC Strip Mine conducted by Susan Burgmaier of CDMG. <br />Weather conditions were cloudy, as afternoon thunderstorms were building. Ground conditions were <br />dry. <br />Reclaimed areas exhibit fair vegetative cover, but are still showing erosional problems. The east wall <br />of the west pit has gullies up to 1' deep, as does the south wall of the east pit and Chen's Hill. Smaller <br />gullies are also present on the Duck pond reclamation and west end of the Section 24 pit, but <br />vegetative cover on this side is in much better condition than in the east and west pits.' Very little <br />erosion has occurred on the tipple area located in Section 24. <br />The drainage which runs east/west in the east pit continues to erode. Water was impounded in the <br />structure at the head of the drainage, but the energy dissipation provided by the structure has not <br />been adequate to control erosion in the channel. Most of the erosion control fabric placed in the <br />channel has been ripped out by flow in the channel, and is hanging from the side walls of the resultant <br />gully. <br />The main drainage channel of the east pit remains relatively unchanged from the previous ground <br />inspection; actively eroding and unstable. <br />The road from the county road to the east pit is rutted and in poor condition. The west side ditch is <br />cutting into the road. The roadside ditch on the east side of the road (along Chen's Hill) remains <br />unstable, but has not changed significantly since the previous ground inspection. Flows from the ditch <br />are directed to the pond but continue to bypass the pond spillway where piping occurred. <br />The crack at the west end of the east pit has not opened any further than when it was first observed. <br />C-81-037 6/25/97 <br />
