III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />On the twenty second of July, 1997, William J. Carter from the Division of Minerals and Geology, performed a <br />complete inspection of the Blue Ribbon Mine. The weather was clear and warm at the time of the inspection. <br />Availability of Records: <br />The records were reviewed at the Delta County Courthouse and were found to be complete. <br />Roads• <br />The Delta County road up Hubbazd Creek continues to deteriorate and could inhibit inspection in the <br />future unless corrected. <br />Hydrologic Balance: <br />All sediment ponds were dry at the time of the inspection. <br />Slides and Damaee: <br />There appears not to be any changes on the lower bench as compared to the last inspection. With the <br />lack of moisture the azea appeazs to be stable at this time. <br />Others• <br />• Russian knapweed (Centaurea repens) is growing on [he north and west sides of sedimentation pond <br />number four. Please treat this infestation if it has not already been done. <br />• Russian knapweed is also growing along Delta County's Hubbard Creek road. If this is not controlled it <br />will cause an ongoing problem for the mines and other property owners in this area. <br />
