III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken dunng the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Coal Gulch Mine for the month of March, 2002. The weather is <br />clear. <br />Hydrologic Balance: The upper area of the site is dry with no water in the law INng area. The "F,rerHawk" <br />area has been re-worked and a diversion to drain Coal Gulch Creek back under the 48" state highway <br />culvert has been built. This drain at the upper end could use additional work as d appears to be too <br />shallow to effectively handle the 100 year event that is required The pond had approximately 1 fool of <br />standing water but was not d,scharging, The huge pile of rock that was blocking the emergency spillway <br />has been removed but a stabilized ditch from the spillway to the 48" culvert has not been installed yet. The <br />sde is stable hydrologically speaking and only minor signs of erosion are present. <br />General Mine Comaliance:. The "Firehawk" site has been re-graded an topsoil laid down but does not <br />af,pear to have been seeded to date. <br />
