III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />need to be regraded to remove accumulated sediment and to establish sufficient grade to eliminate <br />ponding. <br />There were scattered accumulations of balled up vegetative debris along the segment of Southeast Collection <br />Ditch immediately adjacent to Haul Road 5 (Photo2694), and also ditch segments where thick shrub growth in <br />the ditch may impede flow. Maintenance is warranted to clean out debris and dense shrub growth. <br />The left-side Haul Road 5 ditch was silted in, in some locations, and will need to be maintained to remove <br />sediment accumulation (Photo 2693). The right side Haul Road 5 ditch was scoured in some locations, <br />particularly from the location of the locked gate down to the point where the ditch curves away from the road and <br />off the permitted surface affected area. The Haulroad 5 ditches will need to be maintained and stabilized <br />as appropriate. <br />CBA-2 Borrow Area <br />Pond 11 was dry. There had been flow down Coal Gulch, but the embankment separating the channel from the <br />borrow area excavation was in good condition. <br />Operator had recently excavated sediment from the inlet end of the large culvert that conveys Coal Gulch flow <br />under Haul Road 4. There appeared to still be a layer of sediment approximately 2 feet deep along a portion of <br />the culvert. This accumulation tends to result on most occasions when there is flow down Coal Gulch. Culvert <br />should be maintained to restore design capacity, and should be re-set as necessary to ensure proper <br />functioning with minimal sediment accumulation. <br />There are two cobble lined channels along the west side-slope of the borrow excavation. Cobble has been <br />scoured out of the lower end of he southern channel, exposing the liner; repair is warranted. The <br />northern channel is intact, but piping erosion has developed through the berm adjacent to the channel inlet, and <br />has initiated a gully that runs parallel to the channel. The berm and gully need to be repaired. <br />Conveyor Corridor and UTL Area <br />At the Coal Creek lower dip section, 5 of the 6 culverts were plugged by rock and sediment; only the culvert near <br />the left bank was still open. Also, flow over the concrete structure caused bank erosion along the left side. <br />Culvert maintenance and erosion repair is necessary. <br />North Decline <br />At the 016 Discharge Site SAE, flow had scoured under the silt fence and stakes had been dislodged (Photo <br />2698). Maintenance is necessary. <br />Pond 7 and SAE sumps were dry. The permanent channel and other site ditches, diversions, and culverts <br />appeared to be in good condition. <br />South Portal Area <br />The small upper parking lot drain at the portal/warehouse area appeared to be backed up, and <br />maintenance is warranted. <br />8 <br />
