IIt. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions-taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a complete inspection conducted by Joe Dudash of the Colorado DMG. No one represented the <br />opcraior during the field portion of the inspection. Thcrc had been rain the day before. <br />Facilities <br />There was a large amount of coal stockpiled on the west side of the facilities bench. Although there were coal <br />haul trucks unloadutg coal and rail cars being loaded durnig the inspection, there were no signs of offsite <br />fugitive dust. <br />There were no problems at the fuel facility, material storage azea, loading structures, shop, substation and mine <br />office. <br />Sims aznd Mazkers <br />Permit boundary mazkers were up around the loadout site. Mine 1D signs were present at the east and west <br />entrances and along the east side road. <br />Roads <br />The paved haul road was in very good condition. The guardrail was in place. The east entrance gravel road was <br />also in very good condition. The light use road along the tracks was muddy but passable. <br />Hvdroloev <br />There was standing water in the east pond at a level that was two feet below the primary discharge tube. The <br />gated primary discharge tube valve was closed. The pond embankment was stable, as were tfie pond insfopes. <br />The culvert that carries the primary discharge from the east pond to the other side of the road needs a little <br />cleaning at the outlet. The west pond was dry and the silt fence was placed in the spillway. <br />The collection ditches and culverts were functional: However, the outlet of the culvert at the shop parking lot <br />entrance could use a little cleaning. The straw bales and silt fence were up at the inlets to the railroad culverts. <br />Topsoil Stockpiles <br />The vegetative cover on the east topsoil stockpile was moderate. The collection and diversion ditches were <br />functional and the topsoil signs were present. The west topsoil stockpile had a good vegetative cover on the <br />north side. The south side of the stockpile had a fair vegetative cover with the matting in place. <br />Records <br />As shown on the attached records checklist, the records were in compliance. <br />cawordlterrorlinsp 1004 <br /> <br />
