(CYCC) <br />C/O Rick Mills <br />29515 Routt County Road No. 27 <br />Oak Creek, CO 80467 <br />Echman Park and Mine 1, Area 41 <br />Phase II and Phase III bond release inspection <br />July 19, 2000 <br />Participants: <br />Rick Mills, CYCC <br />Janet Binns, Colorado Division of Minerals and Geology (DMG) <br />Rob Emst, Bureau of Land Management (BLM) <br />Henry Austin, Office of Surface Mining (OSM) <br />I participated in a Phase II and Phase III bond release inspection on areas of the above reclaimed <br />mines. Specific acres and dollaz amounts subject to release will be documented in future OSM <br />bond release concurrence correspondence. Acreage and dollaz amounts proposed for release can <br />be found in the CYCC bond release application package. OSM received a copy of the release <br />application on June 29, 2000. The application appears to meet all the information requirements <br />found at Colorado Rule 3.03.2. Robert Postle and Rebecca Siegle of OSM have reviewed the <br />revegetation success and sampling information found in the application, and have determined the <br />information provided meets the performance standard requirements of [he Colorado State Rules <br />counterpart to 30 CFR 800.40 and 816.116. Mrs. Binns and Mr. Mills have ensured that all <br />public and landowner notifications required by Rule 3.03.2 have been satisfied, and that all <br />adjacent landowners were notified of the bond release inspection and given an opportunity to <br />attend. Mr. Ernst participated in a portion of the inspection representing the BLM. I also <br />participated in the Phase I bond release inspection on these aeeas. <br />Mrs. Binns began the field inspection at the pastureland reference azea which is predominately <br />smooth bromegrass. We continued on the inspection to Area 41 and made general observations <br />of the BLM surface area, general revegetation success, and surface erosional stability. We walked <br />the permanent drainage locations in all the areas inspected. Area 41 exhibited no excessive <br />erosion, 7 stockponds aze included in this area and were stable and holding water from a recent <br />rainstorm, <br />check dams were stable and the lower reach of the drainage was well protected with durable rock <br />and stable. Good revegetation cover and diversity was evident with volunteer aspen growth on <br />the upper slopes. Topsoil depth sampling on all the areas inspected has been previously <br />documented in DMG inspection reports. Mr. Binns inspection report for this bond release <br />inspection dated July 31, 2000, is very comprehensive, references the topsoil sampling, and is <br />hereby incorporated by reference. All access roads on the area have been previously approved <br />for permanent retention, and road ditches and runoff control was adequate on the areas inspected. <br />
