III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />More than a foot of snow cover prevented access into the site from Routt County Road 179 (North Haul <br />Road). The site was inspected from the crest of the Routt County Road 44Z onto the site (Skyline Road), <br />and from observation points along Routt County Road 29, with the aid of field glasses. <br />The Operator has initiated a bond release application, SL-9, for a Phases I, II, and III partial bond release of <br />3.3 acres near the south entrance from Colorado State Highway 131. <br />With the operator's consent, this report was issued from the Denver office. <br />AVAILABILITY OF RECORDS <br />See the DMG Availability of Records checklist attached. <br />ROADS <br />Roads were covered with snow. There were no signs of damage through the snow cover. <br />HYDROLOGIC BALANCE <br />The drainage structures, including the "String of Pearls", were covered with snow. The sedimentation <br />ponds were covered with snow. There were no apparent signs of damage through the snow cover. No <br />free-flowing water was observed on site. <br />BACKFILL & GRADING <br />A small amount of grading may be required, depending upon final reclamation plan decisions, at the <br />facilities area adjacent to Oak Creek. The area was snow covered. There was no sign of recent activity. <br />SUPPORT FACILITIES <br />An office building and associated parking area still remains on site. There was no sign of recent <br />activity or change in condition. <br />REVEGETATION <br />Snow cover prevented an assessment of vegetative cover. <br />SLIDES & DAMAGE <br />The was no visible sign of slides or damage through the snow cover over the site. <br />
