Twin Pines #2 <br />Bond forfeiture <br />Special focus evaluation <br />2/7/00 <br />Mitchell S. Rollings, 370, OSM <br />Randy Pair, OSM <br />Dave Berry, DMG <br />Larry Routten, DMG <br />This mine site was selected for evaluation as part of a special focus review for off-site impacts <br />associated with bond forfeiture sites. OSM and DMG will evaluate all bond forfeiture sites in <br />Colorado; there are 14 of these sites. <br />Impacts that are located outside of the area directly disturbed by the mining operation or off of <br />the azea authorized by DMG to be disturbed when the operation was active would be considered <br />an off-site impact. OSM Directive REG-8 was used as guidance to determine the kind of <br />resource, and the type and degree of impact for off-site impacts. People, structures, land, and <br />water resources were observed during [his evaluation to determine whether or not an off-site <br />impact has occurred. <br />The observations made during these evaluations will be reported in OSM's Annual Evaluation <br />Summary Report for Colorado for the evaluation period. This information will be carried <br />forward to future evaluation periods in order to track the number of off-site impacts associated <br />with Colorado bond forfeitures. The record will be adjusted if additional off-site impacts occur, <br />or as DMG continues to reclaim the forfeited properties using bond money, severance [ax, etc. <br />Site Conditions <br />This mine was reclaimed and had a Phase II bond release granted prior to permit revocation and <br />forfeiture of the bond. The area had also been seeded with permanent species revegetation mix <br />prior to the forfeiture. This mine existed during the pre-law period and there is some old coal <br />waste on the slopes above the canyon bottom. The loadout area has some pre-law mine remnants <br />around the edges. <br />The haul road from the mine has been left at the request of the landowner as access to the canyon <br />for ranching activities. Revegetation appeared sufficient to stabilize the majority of slopes. A <br />slope below the road to the old pond embankment area had a good shrub establishment, but was <br />weak in grass species. The loadout area is quite level and the revegetation has not done nearly as <br />well as the mine area because of overgrazing. In any event, much of [his area would flow to the <br />existing pond. The loadout was bermed along the edge of the adjacent stream channel. <br />No water was leaving the site at either the loadout or mine area. No off-site impacts were <br />observed at the mine or loadout areas. <br />
