the berm. Notation on the berm states " 2.5' High Silt Fence To Be Placed At Low Point
Along Collection Berm". Implication of the notation was that, it there were multiple low
points along the berm, additional silt fences would be placed within each SAE as
warranted.
Upon completion of the site grading and topsoiling, one silt fence was installed in SAE
#2 neaz the junction of the lower berm and the Channel "H" westside berm, and four silt
fence segments were installed in SAE #1, with the western-most installation near the
junction of the lower berm and Channel "H" eastside berm, and three additional
installations spaced at low points along the lower berm further east. Each of the 5 silt
fence installations had failed and had not been repaired prior to the inspection.
STEPS NECESSARY TO ABATE VIOLATION (REMEDIAL ACTION):
1) Replace or repair the five failed silt fence structures and install additional silt
fence segments as necessary to minimize flow concentration to individual silt
fence structures and ensure proper functioning. Install at least two additional silt
fence segments along each of the channel berms on the east and west sides of
Channel "H", with corresponding berm breaks and water bars as necessary to
direct flow through the silt fenced berm breaks. Comalete Remedial Action
Item 1 by 8/30/07.
2) Construct berm break and water bar as necessary to direct flow of ephemeral
channel into Channel "H", at location near upper end of lower riprapped segment
of Channel "H", where a small tributary channel enters the disturbed area from
the west. The channel was diverted to flow along the berm rather than into
Channel "H", which may have contributed to the failure of the SAE-#2 silt fence.
Comalete Remedial Action Item 2 by 8/30/07.
3) Submit a properly amended Appendix page M(viii)-liv, showing additional silt
fence and berm break locations, within the technical revision application
associated with permit renewal. Comalete Remedial Action Item 3 by 9/17/07.
2
