Colowyo Mine, p~. 2 <br />Stop at powder magazines which are fenced, orderly, and well protected. Stop at the new <br />potable groundwater well being developed on the main mine facilities area adjacent to the <br />existing water tanks, and we discussed the on-going coordination with the State <br />Engineer's Office for final development and operation of this well. Facilities pond 2A <br />and 2B were inspected next, was not discharging, and appears to be well maintained and <br />stable. We inspected the sediment cells just adjacent to the wash bay area that had been <br />maintained recently and were functioning, oil & grease booms are utilized at the first sed. <br />pond cell here and they were functioning. The sewage treatment lagoon also in this area <br />appeared stable. <br />We inspected recent road culvert clean-out and maintenance work completed on the main <br />haul road. Mr. Walker and Colowyo have developed maintenance criteria to help <br />determine when various sized culverts need sediment removal. Culvert M needs to be <br />cleaned again, due to recent heavy surface water runoff and snow melt. Stop at the scoria <br />pit where the approved ASCA here is functioning, and the access road water bar has <br />recently been rebuilt. <br />East Taylor sediment pond was inspected, is stable, and had 1 to 2 feet of storage <br />capacity remaining. This pond has not discharged in some time according to inspection <br />participants as Colowyo has been managing surface water runoff in the active pit areas <br />wherever possible. <br />West Pit sediment pond (below the West Pit excess spoil fill) was abnost completely dry. <br />The K culvert on the main haulroad also needs to be cleaned out again due to recent <br />runoff. <br />We inspected the unit train loadout area, and the Gossard loadout pond. Both sediment <br />ponds here were just cleaned out, and were not discharging during the inspection. Pond <br />cleanings need to be removed from the site. The stoker siding pond here had additional <br />storage capacity and appeared stable. Topsoil stockpiles in this area were marked, <br />protected, and stable. <br />Culvert N was inspected and was clear due to recent maintenance. This concluded the <br />inspection on Oct. 25. <br />On October 26, Mr. Walker began the inspection at the East Taylor pump pond (water <br />impoundment used primarily for dust suppression water) which is stable. Next stop at the <br />Prospect Pond where we observed a sizeable sediment delta reportedly due to intense <br />July and August 2004 rain events in this watershed, It will be cleaned out this Fall 2004. <br />Checked the seismograph at the Durham Ranch (used to monitor blasting in the East Pit <br />where there currently is no blasting occurring as overburden and coal removal is <br />completed and only highwall mining remains). <br />
