!U. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was an aerial inspection, that was flown on August 18, 2003. There were no <br />compliance problems that were observed during the overflight. The digital images were <br />reviewed on August 25, 2003. <br />HydroloQy <br />The east sediment pond was dry. The pond embankment appeazed to be stable and well <br />vegetated. There did not appeaz to be any problems with the collection ditch that leads <br />into the pond. The west dugout pond also appeazed to be dry. <br />Topsoil <br />The west topsoil stockpile needs some additional seeding. The vegetative cover needs to <br />be increased before any rilling or gullying starts. The collection and diversion ditch berm <br />was functional. The vegetative cover on the east topsoil stockpile was starting to go <br />brown. The vegetative cover was fair to moderate in coverage. <br />Facilities <br />There were no coal haul trucks dumping coal at the time of the inspection. It did appeaz <br />that coal railcars were being loaded, however. A loaded unit train was on the main tracks <br />adjacent to the Terror Creek Loadout. There were no appazent problems with fugitive <br />dust offsite. <br />There did not appear to be any problems with the fuel facilities, material storage area, <br />office and shop azea or with the coal Loadout facilities. <br />There was not a lot of stockpiled coal onsite. There were several gob piles located <br />between the east sediment pond and the fuel facility, waiting for disposal. <br />c:/word/terror/insp0803 <br />
