III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was an aerial inspection of the Carbon Junction Mine flown by Harry Ranney on May 4, 2005. Tom <br />Kaldenbach examined digital images from the flight on a computer screen. <br />Ten photos were taken during the flyover; three of these are shown below. The ground appeared dry. <br />Reveaetation <br />Grasses have fumed green. <br />General Mine Plan Compliance <br />No problems were evident in the photos. Extensive backfilling and grading has occurred in the sand and gravel <br />operation recently. (This activity was observed on the ground during last month's coal inspection.) No recent <br />reclamation activity in the coal operation is evident in the aerial photos. <br />The timetable and schedule for completing reclamation is set forth on page 5-33 ofthe permit application, <br />as follows: <br />"Reclamation of the Carbon Junction Mine is stated to begin in the autumn of 2002 and continue through <br />completion. The completion of the tasks identified and described above [i. e. most reclamation tasks - TKJ <br />is anticipated to take three construction seasons (through summer of 2005). With completion of the <br />earthmoving and retopsoiling, seeding and planting is contemplated in the autumn of 2005. Should this <br />timetable need to be altered, OEI will apprise CDMG and revise the permit." <br />The last significant amount of reclamation activity in the permit area was in 2003 when the South pit azea was <br />reclaimed. The permittee currently is in compliance with the timetable and schedule on page 5-33. <br />
