A <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Seneca II-W Mine conducted on January 23, 2006 by Mike <br />Boulay of the DMG. Roy Kazo of Seneca Coal Company was present during the entire <br />inspection. Weather conditions were sunny and cold. The majority of the mine site was snow <br />covered. Some azeas of the mine had more than two feet of snow. <br />Coal haulage from the mine has ceased. The dragline is being utilized to backfill the Wolf <br />Creek/Sage Creek pit in the II-W South area. The dragline had broken a chain and was down for <br />repair at the time of the inspection. <br />Roads <br />With exception of the access road into the lower portion of the Wolf Creek/Sage Creek Pit, mine- <br />roads were snow packed throughout the site. A grader was blading the road into the lower pit <br />azea to keep this access cleaz of mud and snow. A dump truck was hauling pond <br />cleanings/sediment from Pond 005 and dumping this material into the lower end of the pit. <br />The G Road was accessible up to the location of Pond 005. Sediment-Ponds 009, 015, and 017 <br />were not accessible due to drifted snow. <br />Hydroloeic Balance <br />Site Ponds 005, 006, 016, and 016A were the only sedimentation ponds accessible. A contractor <br />was working to clean out Pond 005 at the time of the inspection. All pond inlets and <br />embankments were heavily snow covered. Pond surfaces were frozen. Ponds 006, 016, and <br />016A appeared full and were probably all discharging a small amount of water. No problems <br />were noted at any of the sediment pond locations. Culverts and ditches along all accessible <br />haul/access roads were snow packed. <br />
