(Page 2) <br />MINE ID # OR M-1997317 <br />PROSPECTING ID #; <br />INSPECTION DATE: 7/27/2006 <br />OBSERVATIONS <br />INSPECTOR'S CMR <br />INITIALS: <br />This inspection was conducted as part of the normal monitoring and enforcement inspection process that the <br />Division Reclamation, Mining and Safety (Division) carries out on all permitted mines in Colorado at least once <br />every four years. Chris Rowe from the Division carried out the inspection; also present was Matt Welte the <br />Summit Brick and Tile Co. (Operator) representative. The mine is located 5 miles northeast of Colorado City <br />approximately a quarter mile of the county road on a private ranch. This is a 6.1 acre mine site, with a financial <br />surety of $36,700. The last inspection of this site was in 1999. <br />The mine site is located above an ephemeral drainage (arroyo), along the creek bank. Historic mine sites are <br />located just east and north of the mine site. The mine has a horseshoe layout with the far side of the mine <br />ending in a highwall, then wrapping around on each side, and opening at the lower end toward the arroyo. <br />Mining and other disturbance has occurred up to the permit boundary on all sides of the mine. Boundary <br />markers were in place and all the mine operations appeared to be within those markers. The entrance sign <br />was located at the mine boundary, but should be located at the mine entrance along the County Road. The <br />Operator was asked to move the sign (Rule 3,1.2). <br />The flat center portion of the mine has a couple of clay stockpiles. The lower portion of the flat work area <br />slopes toward the arroyo. The Division suggested that the Operator might want to ensure that the slope of this <br />lower section drains back toward the pit and not toward the arroyo (Rule 3.1.6(1)). The south area is a mix of <br />blasted rubble, a regraded Flat area, topsoil stockpiles, and steep slopes. The north side abuts a historic mine, <br />and the boundary between the existing permitted area and the historic mine takes jogs out in one area to <br />accommodate an overburden stockpile. The west side ends in a 20 to 25 foot headwall. This headwall runs up <br />to the permit boundary. <br />In general the mining appears to be proceeding according to the mine plan, although because mining has <br />occurred up to the mine boundaries, reclamation of this site could logistically difficult. <br />Enforcement and Inspection Contact Address <br />NAME: Joe Welte <br />OPERATOR: Summit Brick and Tile Co. <br />STREET; P.O.
